When does societal cooperation turn into dependency?

When people are coerced into supporting people in a fashion that is against the best interests of all, in the long term. That is, roads, bridges, fire, police , national defense have the potential to benefit all, and cannot be accomplished any where near as well. Supporting people who are uncooperative, in the name of cooperation is ridiculous and counter productive. .
