Taxation of large populations.?

Why do local governments usually cite increasing population as one of the main reasons a tax increase is needed? I mean, they say to build new schools, hire more police and firemen, pay civil servants and so on. Aren't these people who are moving in paying taxes too? Aren't they paying their own way? Aren't they carrying the load like the rest of us?
