Why cactus haven't leaves?

Cacti live in dry areas (deserts) where water must be conserved. Broad flat leaves lose alot of moisture. The best shape for the catus is to be rounded, ellipsoid, sausage-shape so that it has the least surface area for the most volume. This helps it retain its water. The only leaves it has are needles which are modified leaves.
