Why did obama keep policies from the bush administration regarding secret renditions?

So you propose that we leave terrorists alone, then we beg other countries to hand them over. I think we tried that with Bin Laden before we invaded Afghanistan. Sure 0bama is a liar, but we should keep every option on the table at all times. There is no need to handcuff ourselves.
