National Oil Reserves and Iran . . .?

What can you conclude about the U.S. government topping off strategic oil reserves (capacity 727 million barrels of oil . . . currently at 700 million) given the current price of oil . . .? Normal capacity hovers around 400 to 500 million barrels . . . Do you think this can be connected to policy in Iran . . . Is this why the Democrats want the President to stop purchasing oil for strategic reserves?
